This is not because it is hard, but because the problem statement is a bit ambiguous, and the problem is tedious to solve. But, if you already solved it, feel free to hand that in for extra credit. I interpret the decoder in this problem as a 4-to-10 line decoder with BCD inputs. Another interpretation is to design a BCD-to-7-segment driver.
